Orange County, California, is directly south of Los Angeles County along the Pacific Ocean. Orange County includes some of the best beaches in Southern California. Newport Beach, Corona del Mar, Laguna Beach, and Dana Point are just a few of the picturesque beaches along this coastline.

What are Orange County pool fencing guidelines
Where to look for residential pool fencing laws in OC
The Orange County Department of Public Works has a Swimming Pool/Spa Note Sheet that lists the requirements. It is on page 7 of the Swimming Pool and Spa Packet. However, they also reference the California Building Code AX100 California Swimming Pool Safety Act (Statewide). In answering these questions, we will refer to the California State Building Code Section 115923.
What needs a pool enclosure?
Any pool or space with a water depth greater than 18 inches.
How high does the pool enclosure have to be?
The fence and gates around the pool have to be a minimum of five feet or 60 inches. Although the code does not specify, this is generally considered to be a measurement from the side of the fence facing away from the pool
What about ground clearance?
The bottom can have no more than two inches of clearance between the ground and the fence. As with pool height, this is measured on the side facing away from the pool.
What about the design of the fence and the gate?
Children are resourceful. They can climb very well. The design of the pool gate and the pool fence need to be free of any protrusions, cavities, or other construction features that can be used as handholds or footholds by a child of five or under in order to climb over.
There can also be no gaps or holes in the fence that allow for passage of a sphere or ball greater than four inches in diameter.
What are the requirements of the gate for the pool?
Any access gates incorporated into the pool fence or barrier need to open away from the swimming pool. They must also be self-closing and self-latching, with a latching device positioned no lower than 60 inches above the ground.
